Japan will stop deducting consumption tax at the store for tourist purchases made from November 1, 2026. Eligible visitors, including Americans traveling as temporary visitors, will pay the tax-inclusive price, complete customs procedures when leaving Japan and receive a refund through the shop or its refund provider.
The change applies to the purchase date, so a trip that straddles October and November can involve both systems. Japan's National Tax Agency explains the transition. Shopping on October 31 follows the outgoing rules; shopping on November 1 follows the refund method.
What qualifies at the store
Purchases must total at least 5,000 yen before tax at the same tax-free store on the same day. The goods must leave Japan with you. Gold and platinum bullion and goods already exempt from consumption tax do not qualify, according to Japan Customs.
The new rules remove the separate categories for general goods and consumables, the 500,000-yen ceiling on consumables and their special sealed packaging. They do not let you eat the food, drink the beverages or use up the cosmetics in Japan and still claim a refund. The Japan Tourism Agency's traveler FAQ expressly keeps that restriction.
Budget for the full price and a possible fee

The standard consumption tax rate is 10%, with an 8% rate for food and nonalcoholic beverages, as Nippon.com's explanation of the change notes. The percentage applies to the price before tax. It is not the same percentage of your final bill.
For example, an eligible item costing 10,000 yen before 10% tax requires an 11,000-yen payment. The tax component is 1,000 yen, or about 9.09% of that payment. This example assumes no refund service fee. A fee reduces the amount you receive.
Takashimaya's November 1 notice says shoppers must register at its tax-free counter on the day of purchase. The counter will not hand back the tax then. After customs confirmation, the refund will have a system handling fee deducted. The page lists a 1.55% fee farther down alongside outgoing sealed-bag rules, but the new notice does not confirm whether that rate continues. Ask which fee applies before buying.
Finish customs before checking your bags

Bring your passport and all the tax-free purchases to the departure procedure. Japan Tourism Agency's departure instructions place the terminals in the international departure lobby before baggage check-in. Once you have checked a suitcase with the airline, you cannot retrieve it for this procedure.
Scan your passport at the terminal. A green result completes the customs procedure; a red result means taking the goods to the designated inspection area. Allow time for that inspection before boarding. When connecting from a domestic flight, complete the procedure at the airport where you actually leave Japan.
At Narita, Haneda, Kansai, Chubu Centrair, Fukuoka, New Chitose and Naha airports, Customs also allows the procedure through Visit Japan Web on the dedicated Wi-Fi in the international departure lobby before security. Set up Visit Japan Web beforehand; use a kiosk if the online procedure does not work. This option still requires you to have the purchases available for inspection.
The agency also provides an official video explaining the refund method.
One missing item can affect the whole receipt
Customs confirmation operates by purchase transaction, such as a receipt. If even one item on that receipt is missing, none of its tax-free goods qualifies for confirmation. If you consumed some of the goods, report that to a customs officer instead of completing the terminal procedure.
The 90-day deadline also needs care. The National Tax Agency counts from the day after purchase through day 90: its example gives a November 1 purchase a January 30 deadline the following year. A six-month visitor stay does not give every purchase six months to qualify.
Who pays the refund
The shop or its appointed provider handles payment after customs confirmation. The tax law does not prescribe one universal payment method; possibilities include bank, credit card or app transfers and cash at the departure port. Register the method through the store and ask when it will pay.
Japan-guide.com's independent overview also advises travelers using automated immigration gates to request a passport entry stamp immediately afterward. Some stores still use that physical record to verify shopping eligibility.
