The polar vortex is weakening early. NOAA still favors a mild late November for most of the US
NOAA says an unusually early sudden stratospheric warming is underway over the Arctic. Its outlooks still favor above-normal temperatures for most of the country through Nov. 20 and limit the odds of a major Arctic outbreak into early December, with El Niño in charge.
